Experience
Mr. Ray has eighteen years of experience as a litigator before administrative, civil and criminal tribunals. Mr. Ray has handled over two thousand legal matters, with a high success rate, including investigations, administrative law hearings, writs and appeals, civil lawsuits, and criminal matters, from serious felonies to misdemeanors; Mr. Ray has appeared in more than 40 California courts and before a number of administrative law courts and licensing boards. Mr. Ray has been counsel to licensed professionals including physicians, psychologists, registered nurses, licensed vocational nurses, engineers, architects, certified public accountants, insurance brokers, real estate brokers, therapists, and speech language pathologists.

Administrative Law
We handle all types of administrative matters, focusing on license defense and license appeals. We defend individuals and businesses during license investigations and from accusations against their professional licenses, when typically the state government seeks to suspend or revoke a license. Administrative license suspensions often result from allegations of criminal wrongdoing or failure to follow regulatory rules. We also aid clients in applying for licenses, fight license denials, prevent license suspensions by criminal courts, and advocate during investigations of wrongdoing before the filing of a formal disciplinary case.
Administrative / Criminal Hybrid Cases
Many of our clients have criminal cases with licensing implications, or license law cases arising from criminal matters. We work in criminal courts to achieve results beneficial in licensing matters - such as early termination of probation, termination of probation supervision, reduction of felonies to misdemeanors, or expungement of prior convictions.
